The School Administrative Committee (SAC) is a recommending body that serves to support the Administrative Director in the operation and management of the school; the SAC shall also serve as a conduit for parents to voice their ideas for and concerns about school-wide programs and operations. The SAC shall advise and make recommendations to the school, school administrators, and the Board of Trustees regarding the school, its programs, and other issues relating to the school environment, and, upon approval of such items, participate in implementation as needed. Committee members shall work collaboratively with the school’s leadership as they develop solutions, plans, programs, and complete various assignments for the betterment of the school.
Duties & Responsibilities
The School Administrative Committee shall:
1. Develop school improvement plans
2. Develop a School LAND Trust program
3. Assist in the development and implementation of a staff professional development plan
4. Develop a reading achievement plan
5. Develop supplementary school program plans
The SAC shall set forth annually a timetable in order to facilitate the successful completion of all plans by their respective required deadlines. All plans shall be developed in accordance with board-approved documents and
Utah laws and regulations.
The School Administrative Committee may be asked to:
1. Advise on school procurements and recommend appropriate budget reforms
2. Research laws and rules
3. Recommend changes and/or additions to policies and procedures
4. Assist in school facilities management
5. Work collaboratively with the FSO in implementing and fulfilling approved plans, programs, events and assignments
6. Assist in district and state reporting responsibilities
7. Accept other assignments, committees, and plans
Resources and Information
The Administrative Director shall guide and assist the SAC in fulfilling its responsibilities. The SAC shall receive in-service training annually to facilitate understanding of the committee’s role and aid in the successful completion of its duties and responsibilities. Additionally, the Administrative Director shall provide or otherwise make available to the SAC all applicable information and necessary resources for the SAC to complete its duties, such as UPASS data, parent and teacher survey data, school budgets, and any other necessary data. No resource shall be made available to SAC members that would reveal the identity of students. If, in the course of fulfilling their SAC responsibilities, committee members are exposed to confidential information of any sort, it is the expectation of the school that such information shall remain confidential.
The SAC may utilize the services of school staff, through the Administrative Director, in requesting information or assistance in completing their duties, as long as the request for such services does not place undue burden on staff, take a material amount of time or funds, or is not otherwise disruptive.
Recommendations
The recommendations of the SAC should be based upon a consensus of all the members. When consensus cannot be reached, recommendations shall be passed by a majority vote as outlined in the Mountainville Academy by-laws.
Authority
The authority of the SAC shall be as provided through the
MountainvilleAcademy charter, the MountainvilleAcademy By-laws, and other board-approved documents. As established through the charter and the by-laws, the SAC serves an important supportive role and as a recommending body.
All recommendations and actions which are taken by the SAC shall be consistent with the school’s, mission, vision, charter, by-laws, policies, and other applicable documents, as well as with state and federal law. All recommendations and actions shall only be taken as a collective body rather than as individuals, except in instances where authority to act as an individual has been given by the collective SAC for specific and/or time-limited purposes.
As a recommending body, the SAC shall only establish and/or implement a school plan, program, or other assignment with prior approval and oversight from the Administrative Director and/or the Board of Trustees, as appropriate. The SAC may vote to recommend actions to be taken by the Administrative Director but shall have no authority to direct or oversee the Administrative Director or other school staff. The Board of Trustees shall serve as the body of appeals for any contested actions of the Administrative Director or the SAC.
The SAC may advise on fund allocations and recommend budget reforms but shall not have authority to commit funds, fundraise, or seek donations in regard to any plan, program, event or assignment without appropriate approval and oversight.
The Board of Trustees delegates authority to the SAC to create subcommittees or task forces to advise or make recommendations to the SAC, or to develop all or parts of the plans that the SAC’s duties require it to prepare. Subcommittees and task forces shall report directly to the SAC, and any plan or portion thereof developed by a subcommittee or task force shall be subject to the approval of the SAC, the Administrative Director, and the Board of Trustees, as applicable. The SAC shall only appoint willing individuals and may appoint at its discretion parents, teachers, or other individuals who are not members of the SAC to serve on a subcommittee or task force.
In carrying out its roles and responsibilities, the SAC and its subcommittees/task forces shall not infringe upon or otherwise interfere with the domain, authority and responsibilities of other bodies and/or individuals. In the event a role or responsibility of the SAC or subcommittee/task force appears to have an overlap or duplication of efforts with another body, SAC committee members shall work collaboratively with the Board of Trustees and the affected body to assign the conflicted role appropriately.
